The only players to hit 30 in NBA history: Tracy McGrady (his mind-boggling 2002), Shaquille O'Neal, David Robinson, Wilt Chamberlain, and Michael Jordan. The closest a point gaurd has ever come to the 30 PER plateau: Chris Paul last year with a 28.3 figure.
